Generally, low income is considered to be 50% or less of area median income, moderate income is 80% of area median income.

Income Eligibility Guidelines

HUD sets the lower income limits at 80% and very low-income limits at 50% of the median income for the county or metropolitan area in which you choose to live. Income limits vary from area to area so you may be eligible at one housing authority but not at another.

To determine the average household income, all household incomes are added up and divided by the total number of households. By contrast, the median household income is the income level earned by a household in a designated demographic area, where half the households earn more and half earn less.

By the Census data, it means that if you earn between $50,000 and $150,000 a year, you are considered middle class. It's a pretty straightforward answer, but it isn't particularly helpful if you're trying to climb up out of a lower income bracket into the middle class.
