The Maryland Department of Agriculture is adepartment under Maryland's Executive Branch. Formed in 1972 by theMaryland General Assembly to address the agriculture needs for the State ofMaryland, the Department oversees and serves as a regulatory body for animalhealth,consumer services to include marketing and lab services,plant and pest management andresource conservation. As the number one industry in Maryland, thediversity of agriculture programs in the State continues to expand and grow.

TheMosquito Control Sectionprovides adirect service to approximately 2,100 communities in 16 Maryland counties. Theprimary goal of this program is to prevent the occurrence of mosquito-bornedisease in humans, pets and livestock.Mosquito control is an economic necessity in some parts of Marylanddependent on outdoor tourism during the summer. The program relies on surveysand monitoring of the larval and adult mosquito populations to coordinatecontrol activities. Control techniques include breeding source reduction,public education, biological control and insecticide applications from aircraftor ground equipment. Work schedules must be flexible toinclude early mornings, nights, weekends, and holidays to meet seasonalworkloads. Overtime may berequired. This position is emergencyessential.

Main Purpose of Job

Toperform surveillance, field inspections, and laboratory management under thedirection of an Administrative Officer or Agricultural Inspector Advanced andto assist the supervisor with all aspects of routine administrative and officemanagement duties. This position is emergency essential.

POSITION DUTIES

Conductscontrol activities of larvae and adult mosquito populations in assignedareas. Follows departmental policies andprocedures pertaining to the control of larval and adult mosquito populations. Requires knowledge of mosquito biology. Requires knowledge of various control methodsroutinely utilized in mosquito control operations. Requires familiarity with the geography ofthe assigned area. Requires the abilityto accurately record data and enter data into databases and spreadsheets. Requires the safe operation of motorvehicles, all-terrain vehicles, motorized insecticide applicationequipment. Requires the preparation ofreports and data summaries. Requires thepreparation of various maps including field maps and Federal/State permit mapsusing computer-based mapping technology such as ArcGIS.

Conductsadult mosquito surveillance and manages the Salisbury Mosquito Controllaboratory. Manages the SalisburyMosquito Control Laboratory according to good laboratory practicesstandards. Requires knowledge of varioussurveillance methods routinely utilized in mosquito control operations. Sets and collects mosquito surveillance trapsthroughout the region. Receives mosquitocollections, handles collections according to established protocols for diseasesurveillance and pest management monitoring.Requires knowledge of mosquito taxonomy to allow identification ofmosquito specimens to species. Requiresthe ability to accurately record data on standard forms. Ships mosquitoes according to good laboratorypractices to the virology laboratory at the Department of Health inBaltimore. Leads one or more contractualemployees assigned to work in the laboratory.

Assistin the calibration, maintenance and testing of mosquito control equipment. Assists in the maintenance and repair ofspray equipment, surveillance equipment, and field equipment. Assists in the routine calibration ininsecticide application equipment.Requires knowledge of the calibration procedures for insecticideapplication equipment. Assists in thelaboratory and field testing of mosquito control equipment and insecticideproducts.

Assistsupervisor in conducting routine mosquito control operations. Requires the mixing, loading and transportingof insecticides. Requires knowledge oflaws and policies regarding the storage and handling of insecticides. Assists with routine office tasks. Assist in data entry, summarizing data, andcompleting monthly and annual reports.Requires the ability to organize information, such as surveillance data,insecticide and parts inventories, and laboratory expenditures.

MINIMUM QUALIFICATIONS

Education: Graduation from anaccredited high school or possession of a high school equivalency certificate.

Experience: Two years of experience in one of the following:production, processing, marketing, grading or inspection of agriculturalproducts or chemicals; assisting veterinarians in care and management ofanimals; animal disease control; care or management of livestock or inspectingveterinary hospitals, riding stables or livestock dealers; installation,inspection, repair, or testing of weighting, volumetric measuring or countingdevices; inspecting labeling and packaging; pesticide sales, use, regulation,or application; production, maintenance or inspection of a tree plantation ornursery stock; pest or weed control; wildlife population censuring; or theproduction, sales, inspection or testing of seed or turf products.

Notes:

1. Applicants may substitute fifteen credit hours inagriculture; animal, biological, environmental, food or physical sciences;chemistry; mathematics; engineering, or law enforcement at an accreditedcollege or university for each year of experience for up to two years ofexperience.

2. Candidates may substitute U.S. Armed Forces militaryserviceexperience non-commissioned officer in qualityassurance,inspection and grading classification or quality assurance,inspection and grading specialty codes in the agricultural commodity gradingfield of work on a year-for-year basis for the required experience.

DESIRED OR PREFERRED QUALIFICATIONS

Preference will be given toapplicantswho possess any of the following preferredqualification(s).Include clear and specific information on yourapplication regardingyour qualifications.

Oneor more years of experience performing fieldwork (such as inspection,surveillance, mapping, applying control measures) in an insect pest detectioncontrol program (i.e., Larvae and Adult Mosquito).

Oneor more years of experience conducting surveys, inspections, and data reportsto support the detection and control of insects (i.e., i.e., Larvae and AdultMosquito) in a private or public pest control program.

Oneor more years of experience in educating the public and other governmentregulated organizations.

Oneor more years of experience with Microsoft Excel and/or Access, includingperforming queries, creating reports, and utilizing forms.

Oneor more years of experience using ArcGIS Pro, ArcMap, ArcGIS Field Maps, ArcCatalog, or other geospatial database software.

Certificationin ArcGIS Pro, ArcMap, ArcGIS Field Maps, or Arc Catalog

LICENSES, REGISTRATIONS AND CERTIFICATIONS

Employees in this classification are assigned duties, whichrequire the operation of a motor vehicle and will be required to possess amotor vehicle operator license valid in the State of Maryland.

Employeesmust possess a commercial pesticide applicator certificate, issued by theMaryland Department of Agriculture, at the time of appointment or obtain suchcertification within six months after appointment. This certification must be in the specialtyarea of public health or mosquito control.Requires training and leading seasonal contractual employees to conductcontrol work.

SPECIAL REQUIREMENTS

Employees in this classification may be assignedto any county or region of the State and may be required to establish residencewithin their assigned geographic area. Thisposition is emergency essential.
